Course Overview
Utility buggies and light site vehicles are often treated as low-risk simply because of their size and speed — yet their frequent use in high-pedestrian areas, tight site layouts, and mixed traffic zones makes them a consistent source of collisions and near-misses when operated without discipline. In construction sites, industrial facilities, and resort or hospitality environments across the Middle East, where buggies are used continuously to move personnel and light materials, safe and defensive operation is essential to preventing pedestrian and vehicle incidents.
This training course is designed to build practical competency in safe buggy operation for personnel who operate utility buggies and light site vehicles as part of their work. The course is aligned with ANSI/ITSDF B56.8: Safety Standard for Personnel and Burden Carriers and applies ISO 39001: Road Traffic Safety (RTS) Management Systems principles to site-based vehicle operation, establishing the framework for safe vehicle use and defensive driving practice. Participants will learn to conduct pre-use inspections, apply defensive driving techniques, recognize site-specific hazards, and operate buggies safely around pedestrians and mixed traffic under supervision.

Overview of utility buggy types and applications including (personnel carriers, material buggies, and golf-cart-style vehicles)
Applicable standards and regulatory requirements including (ANSI/ITSDF B56.8, ISO 39001 principles, and local site traffic regulations)
Operator roles, responsibilities, and duty of care including (pre-use obligations and authorization requirements)
Overview of buggy-related incidents and their primary causes including (pedestrian collisions, rollovers, and excessive speed)
2. Buggy Components and Controls
Key structural and mechanical components including (chassis, braking system, and steering assembly)
Control functions including (accelerator, brake, horn, and lighting controls)
Seating and passenger capacity limits including (rated occupancy and restraint use)
Basic electrical and battery system awareness for electric buggies
3. Pre-Use Inspection and Serviceability
Pre-use inspection procedures in accordance with ANSI/ITSDF B56.8 including (brake function, tire condition, and horn/light checks)
Identifying mechanical defects including (steering play, brake wear, and battery charge level)
