Course Overview
A person in contact with an energized source cannot simply be pulled free — an untrained rescuer who grabs a casualty without first eliminating the electrical hazard becomes a second victim within seconds. In industrial, utility, and construction operations across the Middle East, where personnel regularly work near energized electrical systems, knowing how to respond safely and correctly to an electrical contact incident is a life-saving skill that goes beyond standard first aid training.
This training course is designed to build practical competency in electrical rescue for personnel who may need to respond to a casualty in contact with an energized source. The course is aligned with NFPA 70E: Standard for Electrical Safety in the Workplace and OSHA 29 CFR 1910.269: Electric Power Generation, Transmission, and Distribution, which establish the framework for electrical safety and emergency response near energized equipment. Participants will learn to recognize electrical contact hazards, safely de-energize or isolate the source, execute non-contact and safe rescue techniques, and provide immediate first response to an electrical shock casualty.

Course Outline
1. Introduction to Electrical Rescue
Understanding the unique hazards of electrical contact incidents including (shock, thermal burns, and cardiac arrest)
Applicable standards and reference frameworks including (NFPA 70E and OSHA 29 CFR 1910.269)
Overview of electrical rescue incidents and the risk of secondary casualties from untrained intervention
Roles and responsibilities including (trained rescuer, bystander, and emergency responder coordination)
2. Recognizing Electrical Contact Hazards
Identifying situations involving live electrical contact including (contact with conductors, arc flash proximity, and equipment failure)
Recognizing indicators that a casualty may still be in contact with an energized source
Understanding step potential and touch potential hazards near energized ground
Assessing the scene for ongoing electrical hazard before approaching
3. Safe De-Energization and Isolation
Identifying and operating disconnect switches, breakers, and isolation points
Verifying de-energization before approaching the casualty
Using non-conductive tools and equipment when isolation is not immediately possible
Coordinating with control room or facility personnel to confirm isolation
4. Non-Contact Rescue Techniques
Applying non-conductive rescue tools including (insulated poles and rescue hooks)
Safe positioning and approach distance when the source cannot be immediately isolated
Removing the casualty from the hazard area without direct contact
Recognizing when to wait for qualified electrical personnel versus attempting rescue
5. Immediate First Response
Assessing the casualty including (responsiveness, breathing, and pulse)
Applying CPR and basic life support for electrical shock casualties
Managing electrical burn injuries including (entry and exit wound awareness)
Recognizing delayed effects of electrical shock requiring medical evaluation
6. Emergency Communication and Handover
Activating emergency response and providing accurate incident information
Coordinating with site emergency response teams during the rescue
Preparing the casualty for handover to paramedics or medical personnel
Documenting the incident and supporting post-incident investigation
7. Group Discussion and Case Studies
Case studies from regional electrical contact incidents including (rescuer secondary injury and successful safe rescues) and lessons learned in prevention
Group discussion on common electrical rescue mistakes including (attempting direct contact rescue and failing to verify isolation)
