Course Overview
When an emergency occurs — whether a industrial fire, mass casualty event, hazardous material release, or major infrastructure failure — the speed and effectiveness of the response depends entirely on the clarity of the command structure. Without a unified command framework, responding agencies duplicate effort, communicate on incompatible systems, report to multiple commanders simultaneously, and fail to coordinate resources efficiently. The result is not just operational confusion — it is preventable loss of life, delayed rescue, and compounding consequences that could have been contained if all responders had operated within a single, shared organizational framework.
This training course introduces the Incident Command System — ICS, the standardized on-scene emergency management system adopted across the United States and internationally as the operational foundation of all incident response. The course is aligned with ICS-100.C: Introduction to the Incident Command System developed by the FEMA — Federal Emergency Management Agency Emergency Management Institute — EMI in accordance with the NIMS — National Incident Management System 2017 Doctrine, which was mandated by the Post-Katrina Emergency Management Reform Act of 2006. ICS-100 serves as the foundational prerequisite for all higher-level ICS training including ICS-200, ICS-300, and ICS-400. The course was developed collaboratively with the National Wildfire Coordinating Group — NWCG and the US Fire Administration National Fire Programs Branch. The course integrates ISO 45001:2018: Occupational Health and Safety Management Systems for workplace emergency preparedness context and applies Hazard Identification, Risk Assessment, and Risk Control — HIRARC and Root Cause Analysis — RCA throughout.

1. Introduction to ICS and NIMS
ICS origin — developed after the 1970 California wildfires exposed fatal coordination failures between responding agencies
ICS is a standardized, on-scene, all-hazards incident management system applicable to any incident type or size
NIMS — National Incident Management System 2017 Doctrine — the national framework within which ICS operates
NIMS mandate — Post-Katrina Emergency Management Reform Act of 2006 requires NIMS adoption by all agencies receiving federal preparedness funding
ICS-100 as the foundation — prerequisite to ICS-200, ICS-300, and ICS-400
ICS applicability — used for natural disasters, industrial accidents, hazardous material releases, and planned events
ICS international adoption — used beyond the US in oil and gas, construction, and industrial emergency response globally
2. ICS Management Characteristics
Common Terminology — all ICS personnel use standardized terms to eliminate communication errors
Modular Organization — ICS expands or contracts based on incident size and complexity
Management by Objectives — all operations directed toward clearly stated, measurable incident objectives
Incident Action Plan — IAP — documents the objectives, strategies, and assignments for each operational period
Chain of Command — clear reporting relationships with no ambiguity about who reports to whom
Unity of Command — every responder reports to exactly one supervisor
Span of Control — each supervisor manages between three and seven subordinates, optimally five
Comprehensive Resource Management — all resources tracked from mobilization to demobilization

3. ICS Organizational Structure
The ICS organizational structure has five major functional areas — Command, Operations, Planning, Logistics, and Finance/Administration
Incident Commander — IC — holds overall responsibility for all incident activities
Command Staff — Public Information Officer, Safety Officer, and Liaison Officer report directly to the IC
Public Information Officer — manages all media and public communication
Safety Officer — monitors incident operations for unsafe conditions and has authority to halt unsafe activities
Liaison Officer — coordinates with representatives from assisting and cooperating agencies
General Staff — the four Section Chiefs reporting to the IC: Operations, Planning, Logistics, and Finance/Administration
Sections activate only when required — not all sections are used on every incident
ICS organizational chart expands downward — Branches, Divisions, Groups, Units, and Strike Teams below each section

Operations Section — directs all tactical actions to achieve incident objectives
Operations Section Chief — manages field resources, coordinates tactical assignments, and reports to the IC

UC does not eliminate agency authority — each agency retains its legal authority while cooperating under UC
Multi-Agency Coordination System — MACS — coordinates resources and support beyond the incident site
Emergency Operations Center — EOC — supports the IC from off-site without taking operational control
EOC versus ICS — the EOC coordinates resources; the IC manages on-scene operations
Mutual Aid — pre-arranged agreements allowing agencies to share resources during large incidents
6. Incident Action Planning and Resource Management
Incident Action Plan — IAP — documents objectives, tactics, and assignments for each operational period
Operational period — the scheduled time period for which the IAP applies, typically 12–24 hours
IAP development — Planning Section develops, Operations reviews, IC approves before each operational period
Written versus verbal IAP — written IAP required for complex or multi-operational period incidents
Resource status — all resources tracked as Available, Assigned, or Out-of-Service at all times
Check-in — all personnel and resources check in upon arrival to maintain accountability
Demobilization — resources are released in planned sequence when no longer needed
Resource typing — standardized resource categories ensure mutual aid resources match the request
