Course Overview
Uncontrolled work authorization is one of the most consistent contributing factors behind serious workplace incidents — permits issued without proper verification, hazards overlooked at handover, or unclear accountability between the person authorizing the work and the person carrying it out. In high-risk operational environments across the Middle East, where multiple contractors, shift changes, and simultaneous operations are common, the relationship between a competent permit issuer and a diligent permit receiver is a critical control mechanism for preventing serious incidents.
This training course is designed to build practical competency in the Permit to Work (PTW) process specifically for personnel acting as permit issuers and permit receivers. The course is aligned with OSHA 29 CFR 1910.147: The Control of Hazardous Energy (Lockout/Tagout) and ISO 45001: Occupational Health and Safety Management Systems — Requirements with Guidance for Use, which establish the framework for hazardous energy control and structured safety management. Participants will learn to apply hazard verification before issuing or accepting a permit, correctly complete and authorize permit documentation, communicate isolation and control measures between issuer and receiver, and manage permit handover and closure in compliance with site safety requirements.

Overview of the Permit to Work (PTW) system and its purpose including (hazard control, communication, and accountability)

Distinguishing the issuer, receiver, and authorizing person roles
Overview of incidents linked to issuer/receiver failures including (incomplete verification, rushed handover, and miscommunication)
Legal and organizational accountability of issuers and receivers
2. The Permit Issuer's Role and Responsibilities
Verifying task scope, location, and hazard identification before issuing a permit
Confirming isolation and control measures are in place including (lockout/tagout verification and barricading)
Reviewing risk assessments and method statements prior to authorization
Setting permit validity periods and renewal conditions
Refusing or suspending permit issuance when conditions are not met
3. The Permit Receiver's Role and Responsibilities
